Li Lifan, a Russia and Central Asia specialist on the Shanghai Academy of Social Sciences, advised the Put up: “Mongolia hopes to get funding from China and Russia, [but] Russia doesn’t have the cash and China is just not in a rush to construct the pipeline.”
